RVHA passes two executive bills

Two more executive bills sent to the Rivers State House of Assembly by Governor Chibuike Rotimi Amaechi have been passed into law.

The two bills passed into law are the State Road Maintenance Agency Bill 2008 and the Rivers State Due process and Public Procurement Bill 2008.

While the State Road Maintenance Agency Bill seeks to establish an agency that would regulate the process of repairs, maintenance, reconstruction and management of our roads, the Due Process and Public Procurement Bill intends to guarantee transparency, honesty and due process in contract awards and other aspects of goverance.

The bill would as well reduce nepotism, corruption and financial hemorrhage in the process of governance in the state.

The lawmakers while commenting on the committees reports commended the committees chaired by Hon. Anthony Okeah and Chidi Llyods, for job well done.

The lawmakers, however, recommended that the tenure of the members of the agencies be for four years and the appointment of members into the agency should embrace both civil servants and members of the private sector.

In the case of Due Process and Public Procurement Bill, the state lawmakers recommended that 30 percent mobilisation fees should be paid to contractors while secondment of civil servants to the agency would be with the consent of the state Head of Service.

The Speaker, Rt. Hon. Tonye Harry while presiding thanked the lawmakers for their commitment and dedication towards ensuring that the bills were passed on record time for the benefit of the state.
