RVHA CONSIDERS GRADUATES INSTITUTE FOR LEADERSHIP BILL, TODAY

The Rivers State House of Assembly will today deliberate on a bill to establish the Graduate Institute for Leadership and Strategic Studies and other related matters in the state.

The bill was sponsored by the Leader of the House, Hon. Golden Chioma Ngozi as the first bill presented to the House on its resumption from the five weeks recess it embarked upon.

Presenting the bill, Hon. Golden said the bill if passed, into law, would sensitize and enhance leadership potentials of the state government. According to the House leader, the bill, when passed, would provide the institute with the establishment and maintenance of a library comprising books, reports and other publications as may be directed by the board for the advancement of knowledge.

She said the bill intends to make provision for an officer to be known as the director-general, who shall be appointed by the governor to run the institute. Hon. Golden also disclosed that the law would authorize the institute to establish and maintain a fund, which shall be applied towards the promotion of its objectives as may be specified.

She maintained that the bill will make the institute serve as a high-level centre of reflection, research and dialogue, where academics of intellectual excellence, policy initiators and executors from different sectors of national life in Nigeria would converge.

According to Hon. Golden the bill when passed into law, shall authorize the board to submit to the governor annual reports not later than September 30 in each year on the activities of the institute and its administration.
